The Sepulveda Basin serves three main purposes. First, the entire area is owned by the U.S. Army Corps of Engineers and the area before the dam is for flood control along the Los Angeles River. Second, City of Los Angeles Sanitation manage the Tillman Water Reclamation Plant, a euphemism for treating sewage (wastewater) from the San Fernando Valley and discharging treated water into The Japanese Garden and adjacent creeks and lakes. Third, the City of Los Angeles Department of Recreation and Parks has responsibility for the parks, a lake, a wildlife refuge, golf courses, baseball and soccer fields, archery and cricket, a dog park, skating park, a model aircraft field, among other activities. Additional places include Tapia Bros. farm, an armory and military recruitment buildings.

As such, the Sepulveda Basin is a wetlands that should be protected from further development and its green spaces made available for families in the Valley to enjoy – picnic areas, biking, walking – as well as for wildlife and native plant species. We want to see greater investment in appropriate preservation and restoration activities under the Ramsar Convention.
